According to the third edition of States’ Startup Rankings 2021, Gujarat and Karnataka are the best performers in Category A in providing a startup ecosystem for budding entrepreneurs. Meanwhile, Meghalaya clinched the title for the same in Category B. The Department for Promotion of Industry and Internal Trade (DPIIT) released the State’s Startup Rankings 2021 report on June 4, 2022. Commerce and Industry Minister Piyush Goyal unveiled the latest startup rankings.

With the recent results, Gujarat made to the list of top performers for the third consecutive year. 

Details of States’ Startup Rankings 2021

The rankings are based on the overall startup ecosystem of a state. The report considered the startup ecosystem of 24 states and seven union territories (UTs) of India. The regions were divided into categories – Category A and Category B based on population.

The former consists of states and UTs with a population of over 10,000,000, whereas the latter comprises states and UTs with a population below 10,000,000.

The states and UTs were ranked under five categories: best performers, top performers, leaders, aspiring leaders, and emerging startup ecosystems. Besides, the rankings were allotted on a scale of 100 with 26 action points. Capacity building of enablers and funding, mentorship as well as institutional support, etc., were some parameters.

Results of The Report

Amongst the Top Performers of Category A- Telangana, Kerala, Maharashtra, and Odisha bagged the spot. Meanwhile, Jammu and Kashmir made it to the list from Category B.

Tamil Nadu, Uttarakhand, Uttar Pradesh, Punjab and Assam are the five states from Category A, dubbed Startup Leaders. Whereas Arunachal Pradesh, Goa, Andaman and Nicobar Islands are the startup leaders of Category B.

The category of aspiring leaders featured states such as Chhattisgarh, Himachal Pradesh, Madhya Pradesh, Manipur, Nagaland, Rajasthan and Tripura. Meanwhile, Chandigarh, Dadra and Nagar Haveli were the UTs on the list.

Emerging startup leaders were Bihar, Andhra Pradesh, Mizoram and Ladakh. 

Overall results showed significant improvement in the startup ecosystem in the country. Further, they emphasized a higher diffusion of startup culture to smaller states. 

What the officials have to say

Minister of Commerce and Industry Piyush Goyal said, “We have 70,809 startups. With some more effort, we can get so many more. I think this number does not represent the actual number of people with startup ideas. Why should we be satisfied with becoming number three (in the global startup ecosystem)? We should aspire to be number one in the world. Why should Silicon Valley have that advantage over us? Certainly, our northern neighbours shouldn’t be number two. At Least that we can all immediately agree on. “

He further added,” What this ONDC will do is rather than three companies becoming hundred billion or trillion-dollar companies, you’ll have a thousand companies each of a billion dollars…And then below those thousand companies which are unicorns, you have maybe a few hundred thousand companies who will not only survive the onslaught of the e-commerce but will actually grow their business and become job creators.”

Anurag Jain, secretary, DPIIT, said, “In terms of the number of startups being added every day, we are ahead of even the US. So, we are on the right track.”

About the States’ Startup Rankings 2021

Under the leadership of Indian Prime Minister Narendra Modi, the Government of India took up the initiative in 2018. The aim is to promote India’s vision of competitive and cooperative federalism. The Department for Promotion of Industry and Internal Trade (DPIIT) organized the research for the subsequent report. However, Covid-19 halted the result for a while. Thus, the third edition of the States’ Startup Ranking’s time frame was October 1, 2019-July 31, 2021.
